Not only do they catch the clean pipers by actually observing the operation
while connected by cellfone to the master computer, the master computer itself
watches over time for 1) too many similar test results from a variety of cars,
and 2) results that are too good for the car supposedly being tested. In trials
mechanics have been convicted from just the computer analysis without actual
observation.

The Smog Nazis in CA do exactly this, if they detect that a smog shop is
"clean piping" cars (substituting a clean car for one that will likely
fail.) Saw it on the news.
