I had a friend who moved here from NY and had a hell of a time getting his gray-
market Porshe smogged.  After 2 months of pain, he brought it to a Porsche 
dealer who told him is car had everything it needed and passed it.  Two years 
later, he went to the same Porsche dealer and they wouldn't smog it.  Go 
figure.  
Finally he went to the state smog referee and they bolted on a brand new 
catalytic converter to replace his brand new catalytic converter added a couple 
of other smog do-hickeys along with a $1,500 bill and now he has a California 
legal Porsche. 

When I brought my Acura into the state, I would have had to pay a $300 
"environmental impact fee".  I was told by the dealer that the difference 
between my federal car and a California car was a $25 chip.  I asked if I could 
buy the chip.  He said it wouldn't make a difference, and that even though my 
car would pass the smog test as is, I'd still have to pay the $300. Needless to 
say, I sold the car.

Don't be fooled.  This is all about making money.

And as I wrote in my letter to Senator John Burton, "I believe the goal of 
improving the state's air quality would be better served by concentrating on 
commercial and industrial polluters instead of individuals."

As far as I'm 
concerned, these tests are being used to harass old car 
folks rather than to lower emissions. My Chevy is cleaner 
than when it was new and I had to pay a guy under the 
table to call it a 307 with a single exhaust to get a damned
piece of paper and a legal download to the big computer in Sacramento!
So WRITE,  WRITE, CALL, CALL & CALL AGAIN. Don't 
let the BOZO bureaucrats get in your face!
