I assume the writer means the left turn indicator bulb is glowing when the
parking lights are on, not necessarily the turn signal bulb itself...

Bad ground on left rear fixture.  This kind of thing happens to
me all the time... since my fixture is grounded only on one nut, which
doesn't have anything to lock it down.  I notice the glow when my parking
lights are on AND I put my foot on the brake (thus pinning it down to the
rear fixture).

At one point when I was in this mode I couldn't turn the engine off, since
enough juice was back-feeding into the switched power circuit to keep
things going!  Ignition switch off, engine still runs.  Take foot off
brake or switch parking lights off and the engine would stop.
