Sounds like there is something missing in your headlight bracket. 
Disassemble the other side and and see what that might be.  In the
bracket in my MGA MkII there are some screws that are designed to hold
part of the assembly out away from the car about 1/2".  They are
difficult to describe, but they could be missing in your case and causing
your problem.  Something else that sounds missing is that there should be
a spring that holds the headlight tight in place.  One end loops through
a loop on the inside of the headlight mounting in the car and the other
on back of the headlight bracket.

The headlights themselves should be no different, regardless of the
number of adjustments.  If you are considering replacing them anyway, I
STRONGLY recommend the new halogen lights.  Standard 7" sealed beams will
fit.  I installed these after reading about them on this list and the
difference is AMAZING!  I really can see at night now.  The increased
safety factor is well worth the $20 a pair costs.

My MkII has a lower rear-end ratio than yours and I typically cruise at
70 and a RPM of about 3500.  I don't mind the wind at that speed, 'cause
that's the point!
