My bid is that it is one of the two reinforcing plates that sits on
the underside of the sloping part of the firewall.  The horn brackets
bolt onto them (I think) and on the right side the starter switch
bracket bolts on the small end.  There is nothing but two 1/4 BSF
bolts on the left side, small end.

Do I get a nookie broon for that?
