The place those things usually stick is where the hub of the axle sticks
out through the drum - they tend to rust together.  I've always gotten
them loose by tapping with a ball peen hammer in between the lug nuts
(yes, against the part of the drum that faces me), then grabbing the
drum at the rim and rocking it outwards.  I've avoided pounding or
prying outwards against the rim of the drum, for fear of cracking or
warping the drum, or bending the backing plate - but I've been known to
tap gently there to assist in the rocking outward part of the exercise.
