HS4 Carb Problem

I've been trying to rebuild my HS4 carbs=2E When I put them back on the car=
=20
last night and tried starting it, the motor immediately reved to 4000 rpm=2E=
 I=20
had the throttle stops backed all the way off, so I suspect that I've got a=
=20
big vacuum leak somewhere=2E

On one of the carbs, the jet does not easily slide back up after the choke=20
is released because the spring mechanism is messed up=2E However, I've push=
ed=20
it back up manually and I don't think that this is related to the problem=2E

Am I correct in looking for a vacuum leak, or could there be some other=20
problem that's causing this? Are the gaskets between the carb and=20
manifold/spacers the most likely source of the leak? Could the throttle=20
shafts be the problem?

Any suggestions would be appreciated!
