Hi Bob,
  There is a little washer under the acorn nuts. It's a little smaller
than the distance of the flats across the nut.  Does not appear to have
ever been chromed.  Don't know if it's a lock or a flat, though a flat
washer would work fine since it's backed by a resilient pad.
