this is called an "air" system, an acronym for Air Injection Reaction.
the manual for my vehical (a chevy citation)  explains it's purpose is to
inject fresh air into the exhaust ports of each cylinder during cold
operation and into the cat during warm operation to reduce unburned
hydrocarbons and carbon monoxide.
