Well, it's been many years since my Father brought in the Citroen,
unsuccessfully.  You have to have DOT (Department of Transportation)
approval.  If there is any conversion to DOT standards to be done,
it has to be done by a certified technician (I don't know if there is
a way around this, but it's bound to be equally expensive).
What killed the importation of my father's Citroen was that
insufficient numbers of Citroen CX2000's had been crash-tested in
the U.S.
Now, the TVR may be much older and there may be exceptions for antique
vehicles, or for 'kit' cars (TVR can be a a kit car, can't it?).
The bottom line is: it's very nasty trying to bring in unusual cars
anymore.
The DOT is the place to start...
