I wouldn't use tape, either.  If you're like me (and who isn't?) you save
all the old inner tubes from punctured bicycle tires (Well why not?!).
If you don't, you can even buy brand new ones for 3-5 dollars.  Get some
27"x1.75" inner tubes.  Measure the inner radius of your wheel (probably
12") and multiply by Pi (3.14 no I'm not going to go for any more digits!)
and you should get about 37".  Cut a length of tube about 37+1", and slit
it all down one side.  Follow a seam to make a straight cut easier. Rough
up the top inch on one end, the bottom inch on the other end, apply
rubber cement, let dry five minute, and clamp.  Next day, you have a
perfect tire band.  One inner tube makes two bands. Don't get a twist in it,
or you'll have a Mobius band which wears better but never ends.
