Technically you are correct.  But who's to say that the new springs aren't
too tall and the old ones might be the correct height?

In defending your position with SCCA it is usually sufficient to have a
copy of the Factory Workshop Manual in your posession.  Beyond that, the
protestor usually has to provide proof of an infraction.  In this case the
official shop manual does not mention ride height, and of course ride
height changes with tire size and style, and the original type tires are no
longer available.  So where would a protester get the proof he needs to
support his claim?

Because of the difficulty of proving the claim, this is one of those things
that is not likely to get protested unless there is a high level
championship at stake.  OTOH, a contestant can file a protest based simply
on the fact that you don't have the shop manual in your posession at the
event, and cases have been won over this issue.
