Several companies make a bumper coating; the only one I've seen used was
by Dupli-Color.  I believe it was urethane based; it did provide a
flexible coat in low gloss black and held up pretty well.

I do know where there's a '69 in fair shape (bumpers and trim were pretty
good, too).  Didn't run and was partially disassembled.  I think the guy
was asking $500.00 for the works, but given the recent weather, etc, it
could probably be had for less.
