No, don't use Permatex on the valve cover gasket, it is not needed and will 
only glob out from underneath making the motor look like it had been in a 
two-bit shop.
Use a cork gasket and make sure you put a little oil on both sides of it before 
you install it.
Tighten it down to the proper torque and you are good to go.
