Bizarre conditions here...
new head gasket, well sealed (sprayed on copper sealant
on gasket, head and block after masking)  
Compression on all four cylinders 1234    155 148 151 156
Radiator will hold pressure under test (13 psi for near twenty minutes.)
Good oil press (65 on cold startup  48-52 warm before level drops)
#2 spark plug is the only one that looks even slightly incorrect. (a little bit
of flaky material over the otherwise light brown dusty coating)
Getting near 30 mpg on this 1275cc A series in this Midget.

PROBLEM: After sustained speeds on the highway... she'll
start smoking. When I come off the exit ramp, and slow down ,
briefly it's really bad as I pull away from the first light. Then it will
subside a bit. Any other time it's only tiny wisps if I get on it
anywhere between 10 -50 mpg regardless of gear.

QUESTION:  Is it possible oil is accumulating in the valve cover 
due to pump volume at sustained higher revs, literally submersing the
valve train and having oil run down the valve guides more readily?
The problem is the smoke seems whiteish not blueish.
I always believed white is water, blue is oil, black is fuel.

Anybody got any ideas? The emissions are the oil separator on the timing cover
is plumbed to a brand new PCV valve mounted on the intake manifold.
I've measured 3 psi of vac by placing a vacuum gauge hose in the dipstick
hole.

QUESTION: If oil wasn't draining back down into the block fast enough, wouldn't
you think the vacuum in the crank would help pull it down?
