Take out the seat.  Squirt some Busty (or PB Blaster for your Busty impared 
people) up the side of the seat from the bottom, in the general direction of 
the lever.  Let it sit for a day and squirt again.  You may be able to get 
the plastic tube in around the lever too.  Then gently start to work the 
lever until it moves freely.  It worked for me, but the rollover bar prevents 
the seats from reclining!
