Most unlikely, Bob. Installing just one sleeve is a very common practise.
Usually, that's done to rectify one damaged bore. Fitting sleeves in all
four holes is usually done when all the bores are worn and theblock is
already bored out to the largest size for which pistons are available.
Obviously, fitting sleeves can also be done if cracks are present (though
cylinders don't usually crack) or if the engine has overheated so badly that
the bores are badly warped or stressed.
