One solution:

Place the tonneau cover under the rear wheels.  Put some catnip and other 
treats on the cover.

When the cat is on the tonneau cover, move the vehicle accordingly.

Soap and water and a stiff brush will remove the tire tracks from the 
cover, along with any hairs and cat remnants.

Repeat as necessary.
