No.  The brakes are adjusted thru the backing plate, usually by turning the 
square thingy (technical term).  The hole in the drum is an inspection hole 
for checking the brake linings without removing the drum.  Use a flashlight 
in America, a torch in the UK.  (If you use a torch in America, you will melt 
the rubber plugs.  :-)
