I would be afraid of an expanding nut or any type of non positive fastener.
You can probably just get a kit for a racing seat belt from one of the
suppliers like Jeggs, Speedway Motors, Racer Wholesale or others.  What
you'll get is an eyebolt with a pair of large thick washers.  Drill a hole
through the floor and put one of the large washers under the floor. Would
that work for you?  Or is your seat belt end designed for a bolt?  If so you
could also just bolt it through the floor making sure you use a Large washer
under the floor.  But don't depend on a cheep "fender" washer from the
hardware store.  Find something specifically for the task.
