2. the needle valve controls the influx of fuel to the float chamber. It is
located above the float arm, and is operated by same. As the fuel level
rises, the float floats, and rises up, pressing the needle valve closed,
thus shutting off the flow of fuel.

You can see that anything which prevented the needle valve from closing
would allow an unmitigated flow of fuel, resulting in flooding.

One way to check it is to remove the float chamber lid entirely, and blow
through the fuel inlet nipple, while slowly raising the float with a finger.
At some point the airflow should cut off.

You also might want to make sure the float is floating and isn't full of
fuel.
