No, if the original Publisher document contains color photos, even a b&w
laser printer driver will create a color PDF (since the conversion to b&w
tones takes place in the printer). Or at least it will using Distiller on
the Mac. 

If you placed grayscale versions of your photos, well, then, you can't
expect miracles...<g>
