I have one from Bee Hive and it has just a thin layer of foam on the vinyl
skin. It recommends stripping off the old vinyl skin along with ONLY the SOFT
FOAM, I am to leave the RIGID FOAM in place to support the new vinyl skin.

Do not know about your replacement but with mine it had all the foam. I
completely stripped the dash, painted it and laid the new vinyl and foam
thing. Two things I learnt
1) Get an industrial strength adhesive that the body shops use - Do not even
go close to hardware stores.
2) Do not follow the instructions that come with the replacement thing. Put
the cover on and get familiar with where it should sit. Then cut out the
switch holes but smaller than is required. Put the cover on and push in the
switches - this will align the cover. Cut out one of the small gauges -
careful - not too big. Nick the edges so the gauge slides in (carefully!!)
You should absolutely not be in a hurry.
I got my cover from LBC Company (Detroit) and it had all the foam required -
no cutting no shaping.
