Did the inner move in the outer before you installed? Ditto with the cable
installed but before it was attached? Have you attached the inner and outer
to the correct places? If the cable is attached but the knob and inner
don't move, but you can operate the mechanism at the carb linkage, I'd say
the cable wasn't attached correctly. With a seized cable you shouldn't be
able to move the carb linkage much at all.
