Sure enough the problem was something limiting the movement of the choke
cable outer sheath.  The cable housing does need to move freely with
choke linkage.  

A non-standard SU overflow pipe was impeding the free movement of the
cable.   ( the pipe was routed from the rear SU through the engine mount
- with the idea of reducing the chance of dripping fuel on the exhaust.
)

I also adjusted the cable routing a bit.  Choke engagement is back to
normal now.

Remember that the cable attaches to the fixed bracket and tha housing 
attaches to the linkage.  It's the housing that moves the linkage.
