Ron,
    Cars with QQ (historic plates) are not inspected on the state 
biannual cycle. In fact, after the first time, they are not inspected 
again.  That's a plus for rich running cars like mine. QQ 
plates are also eligible for collector car insurance with is a (big 
plus)^3 here in NJ.
