I had the problem you describe when I got a rebuilt engine running with 
twin SUs.. Turned out, after I bought and used a Unisyn gauge, that the 
carbs were way out of balance;  I.E.:  it was essentially running on one 
carb at part throttle.  If you have twin carbs you might want to check 
this out.
