Some Florida state congressmen tried to do just that a few years ago J
I think they shot it down since it would require drivers in the left lane to
speed up even if they were going the speed limit, in essence forcing them into
either getting a ticket for holding up traffic or getting a ticket for
speeding.
I could get behind enforcing keep right except to pass.
