If a fence post is broken off above ground, a bumper jack is a dandy
tool for pulling the remains of the post straight up out of the ground. 
Wrap a chain around the post stump a few wraps, hook it to the jack, and
lift.  
 
If it's broken off at the ground surface, and is still solid, a stout
shovel will frequently be able to spike into the post, and leaning on
the shovel will inch it upwards.
 
If it's broken off at the ground surface, and is still solid a lag bolt
or eye screw can be threaded straight down into the stump and a bumper
jack used to lift it straight out.
 
If it is rotted, a regular post hole digger, the clam shell type, can
frequently dig it out and even lift out the center core.  Treat it like
you're digging a new hole with the old stump in the center.
 
Use a shovel, with the blade straight down, and set the blade deeply
beside the post stump and rock, to compact the dirt on the far side. 
Repeat around the post stump.  This loosens the post stump making all
forms of extraction easier.  This step is normally not necessary when
using a bumper jack on a straight lift.
