In some rare cases, adding a little turbulence to the intake in just the right
spot can help just a bit.  For example, it may help keep fuel from wetting the
walls of the intake manifold, or improve mixture distribution.  Some V8 intake
manifolds have ridges in the floor under the carb for this reason.

But that's a far cry from a "one size fits all" fix like the Tornado.  Without a
careful study of air flow patterns on your particular engine, it's far more
likely to hurt than help.  You could likely do a lot better taping a golf ball
to the back of the accelerator pedal.
