I don't know if you even CAN paint vinyl siding (successfully).  I would 
think the paint would just peel off, unless  you used a hot solvent based 
paint like Krylon Fusion, and it would take a LOT of spray cans to do a 
house.

I'd use a pressure washer to clean it.

I'm sure someone else will have a better answer.
