I believe one can certify accuracy of a beam style torque wrench. At least 
for any particular amount (or more useful - range) of torque. True, there 
isn't really any adjustment - except to make sure the pointer is not bent.

Google 'DIY torque wrench calibration' for easy ways to verify accuracy of 
the wrench.
