Rough Running and Coolant

I have two things on my '79 Spit that I'd like to get the lists
thought's on.

1) the engine runs really rough for the first ten minutes before it
warms up then it runs good.  By rough I mean that it's fine at idle, but
when accelerating it seems to sputter at the higher rpms and not have a
lot of power.  Accelerating up a hill it really feels awful.  The only
thing I can equate it to is when I start my weedeater and it's on half
choke which makes me think this is a choke issue.  Any thoughts?

2) after getting back from a longer drive my coolant system will
consistently expel about a cup of coolant into the excess coolant
reservoir as it's supposed to.  When the engine cools down it does not
suck this coolant back into the system as the manual says it's supposed
to so I end up pouring some of the coolant in the reservoir back into
the system.  When I look at the radiator cap I don't see how it would
allow fluid back into the system as it cools down.  It just looks like
as the pressure decreases in the system that it would seat the radiator
cap seal even more.  Could this be a wrong radiator cap?
