It depends.  The factory bolt-on wire wheels on my '72 are definitely
hub-centric.  The inside of the wheel's hub has been machined, and it
fits snugly around the projections on the front and rear hubs of the car.

(But I have no idea if TR7 wheel hubs have the same diameter opening.)
