This small plate is the Body Number.  It was assigned when the body was 
assembled (that is why it is painted).  It is recorded in the Production
documentation but has no relationship to the Commission number (VIN) or any 
other number on the vehicle for that matter.

The Plate on the windshield frame, on the other hand should match the 
commission number.
