On the later 1500 the bolts can be removed from the bottom. On these the key
is on the side of the steering column. you can just take the shroud off of
the column then use a hacksaw blade to slot the screws. Then just use a
screwdriver to back the shear bolts out. you might be able to do the early
ones the same way but the shear bolts on those are on top.
