You must remove the valve from the base flange. First loosen the
packing nut around the stem. Remove the turning wheel then turn the
valve stem all the way clockwise or in the close direction and then
push the stem out the bottom of the valve. If you haven't already
removed the packing nut, do so and wa-la, there is the packing.

Update on my rebuild of the valve. Got it all apart (I have two brass
shim washers on mine) and replacement gasket, base and washers on
order from Shadetree in Pleasanton, CA. (I really like the idea of
getting a base made out of brass by a machinist, mentioned by Frank
C.) Those valves look really nice all shined up.
By the way, just a little recommendation for a new probable addition
to your tool corral. I got a key makers buffing or deburring wheel,
looks like white nylony fibers, at a garage sale awhile back and this
wheel really shines up brass, aluminum, takes off rust like no
tomorrow on small parts. I use it a lot versus a wire wheel. Just
thought I'd pass this along.

How did you get the old heater valve apart to replace
the packing with the o ring? On my 1275, I can't seem
to get the valve apart. It does not leak with the valve
open because the valve stem is snug up against the top
of the valve body. However, in any other position, it
leaks a little out the valve stem hole.
