Mark,
A good place to start would be with your local librarian. They should know
of a conservation expert that can guide you.
Steam is most likely the best way to start, but please talk to a conservator
first. There is a web site that may be of interest it's the COnservation

Check with a used book seller, I am sure they run into this alot. I
think I had heard of a method using steam, but I don't want to be
responsible for the ruination of your manual. Good Luck, and let me know
