I still say it's a bad ground. 
is the 71 voltage regulator the same as say a '62? If so...
 Take a look at your wiring diagram. I believe the top most terminal should
be connected to ground. measure for there to the (-) terminal of your
battery. should be zero ohms. If this ground becomes open the voltage
regulator will ground through the light till it blows.  I spent a very long
weekend fixing this on my sprite.

Paul,
the car is a '71 Sprite, negative earth, and always has been.
I have just put a new battery on - and yes, I have checked , I did connect
it up the right way round !.
By "hot" side of the battery, you mean not the earthed side - yes ?
So a wire from the +ve terminal to brush against the field coil terminal of
the voltage regulator ?
How do I identify that termial ?  The regulator on my car is fixed to the
bulkhead and has a bakelite type cover with a sort of multiblock connector
of wires underneath.
