Am I missing something here folks?  With both wires disconnected the 
generator is not fully fielded and will not show any output.  The correct way 
to check this is to disconnect the wires, hook up a short jumper wire between 
the large and small lugs, then hook a voltmeter to the jumper and a good 
ground.  Make sure any uninsulated part of the jumper is not contacting the 
case of the generator or you will get false readings. (ask me how I know 
this).  The Haynes manual gives good instructions for troubleshooting 
charging problems.
