Lots to do with metallurgy and the properties of the bolts.  Grade 8 bolts 
are brittle and snap eg in a shear loading whereas an aircraft AN bolt 
doesn't offer much more in the way of tensile strength but will withstand a 
much greater load in shear and then will bend rather than snap.
