i haven't had the experience, as i seldom look on ebay, BUT...
as long as you have followed the auction rule -never get caught
up in the bidding itself, only bid what you are willing to
pay-- i see no harm in purchasing an item at your "last offer"
price.......... if you HAVE found yourself in a bidding war,
for an item you wished for, and the bid went higher than your
resources allow, well that's another question altogether....
how much do you REALLY want the item?
as to the ethics of the seller, ... seems moot to me, keeping
the above in mind.
