I've been on both ends selling and buying. I haven't felt they were 
scamming me and was happy with buying the item at my bid price because 
that was what I was willing to pay. I was also happy to let the second 
bidder buy  items for a few bucks less when the top guy crapped out on 
me. It saved me from relisting and waiting out another auction week.
