Guy,

It covers just the padded area between the dash and the scuttle, the 
top most portion of the dash. (If that is what is called the padded 
crash-roll edge). Often this part of the dash is cracked beyond repair 
and the lower section (the portion with the gauges) is in good 
condition.  Using the cover, one does not need to replace the entire 
dash assembly.
