Hi Dale.  Those are Lucas flashers, and they're working correctly.
Facia is the English word for dashboard, but don't expect knowing that to
make the flashers work any better. If you want the Lucas flashers to
actually flash...check the fuse, the ground connections, and the flasher
unit. If you have one of the modern, post-toggle switch models, check the
switch too.
