The whole situation exists because generations of parents starting in the
1930s and 40s abdicated their responsibility. They let child rearing expert
Dr. Spock (No, not the Vulcan - the other one) teach about 3 generations of
Americans that nobody should be held responsible for their actions because
it will give them a psychological trauma.
Sadly the only way out now is "thin the herd" as Paul mentioned. And you are
going to loose a few of the good cows too. It is justifiable though since it
is all for the good health of the herd as a whole. Its kinda like teaching
the town bully a lesson. You beat the heck out of him, but you get a black
eye and a broken tooth yourself in doing it. Fortunes of war in the British
lexicon....
