Larry,

The Tag price is cheap, and independent of the car. The money your
complaining about is the personal property tax. This is based solely on
the sales price of the car. In the late 50's the auto dealers pressured
the state to collect a "tax" on used cars sold by private parties. They
believed that they were loosing business because they had to add tax.
The law was passed, and we get taxed on it every year, with the cost
declining with age and "loss of value".

Your problem was that either your bill of sale listed the correct
selling price, and you were correctly taxed accordingly, or you had no
bill of sale, and the clerk made a "questimate" of value. If you had a
bill of sale that seemed unusually low, without supporting rationale,
like "it was basket case and I only paid $1200 for it cause it needs so
much work", you could get some problems too.
