Mark,

If you look at your "2" speed heater motor you will find a
few interesting facts.

1)  The motor has only a positive and negative connection.
Real 2 speed motors have a second winding, requiring another
wire.

2) There is a very large resistor between the blower switch
and the motor.

3) The blower switch has three wires, but the motor has 2.

The answer is simple, Rootes has put a resistor in series
with the single speed motor, dropping the voltage, and hence
your "second", slower speed.  The other switch position
by-passes the motor, with that extra wire, and provides it
with the full voltage and speed.  This does not reduce the
power needed to drive the motor, it just makes the resistor
hot instead of making the motor go faster.

It's cheaper.
