Hi Steve,
Undo the U-joint at the rack. I'm pretty sure that it's got a groove all the
way around, so that the U-joint can be put on the splines at any angle, and
you can line up the rest of the components of the steering column.
If this is incorrect I'm sure someone will jump in here...
