Check the fuse box again.  Sounds like the
switched fuse or connection is bad.  Check that
the box is grounded well with the mounting screw.
Turn ignition on and check that you have juice
on both sides of the fuse.  A simple 12V test
light works fine. Then check the lead
at the pump.  No juice there means you have
a wiring problem between the fuse and pump.
Power at the pump indicates that you may have
just fallen victim to bad fuel tanks.  The flakes
will jam the pump.  The only cure is refurbished
tanks and a new pump.  If you have power at the
pump, pull the filter and tap it on a paper towel.
Black flakes is bad news and its tanks but
no tanks for you.  If you change your pump, be 
sure and save the fittings.  They are English
(straight pipe fitting) and American fittings
(tapered pipe fittings) will leak.
